Abstract:
The achievement of long-term tourism sustainability requires active participation from local
communities, particularly through Community-Based Tourism (CBT) implementation, which can
generate benefits across economic, socio-cultural, and environmental dimensions. Although Pari
Island has significant marine tourism potential, the implementation still faces various challenges,
particularly regarding institutional frameworks, community participation, and environmental
management. This research analyzes the implementation of Community-Based Tourism (CBT) on Pari
Island across economic, environmental, and socio-cultural dimensions, and identifies forms of
government support for CBT. A qualitative approach utilizing descriptive methods was adopted.
Informants comprised tourism business actors, administrators of Tourism Awareness Groups
(Pokdarwis), community leaders, and local government representatives, all selected through
purposive sampling. Data were obtained from several sources, including in-depth interviews, field
observations, and relevant documentation. The data were then systematically interpreted using a
thematic analysis approach. The results demonstrate that the economic dimension is the most
developed aspect of community-based tourism (CBT), as shown by community participation in diverse
tourism enterprises that increase income and create employment opportunities. In contrast, the socio cultural and environmental dimensions remain underdeveloped due to limited collective community
participation, weak local institutions, insufficient stakeholder collaboration, and low community
engagement in environmental management. Government support has been provided through
facilities, training, and sanitation management, but lacks sustained institutional backing. These results
highlight the necessity of strengthening community institutions, fostering multi-stakeholder
collaboration, and advancing community-based environmental management to enhance CBT
implementation and promote sustainable tourism development on Pari Island.
